Regulation of the Cycling Tour of Szeklerland 2017

1. Organizers
"Cycling Tour of Szeklerland 2017" is organized by CS Inter Sport Miercurea Ciuc, CSM VSK CSÍKSZEREDA Miercurea Ciuc, Hargita County Sport and Youth Directorate in partnership with City Council of CSÍKSZEREDA/Miercurea Ciuc/Szeklerburg, the two Szekler County Councils: HARGITA/Harghita and KOVÁSZNA /Covasna, and the City Councils of GYERGYÓSZENTMIKLÓS/Gheorgheni, KÉZDIVÁSÁRHELY/Târgu Secuiesc, SEPSISZENTGYÖRGY/Sfântu Gheorghe/Sankt Georg and SZÉKELYUDVARHELY/Odorheiu Secuiesc/Odorhellen and AS Siculus Alpin Sport Miercurea Ciuc.

2. Class of event and the UCI points scale applicable
"Cycling Tour of Szeklerland" is an UCI class 2.2. event and is open to athletes of Men Elite and U23 category. In this order, the following points scale is applicable:
a) for the final classification: 40, 30, 25, 20, 15, 10, 5, 3, 3 and 3 points, respectively for the first 10 riders in general individual time ranking.
b) for the prologue, stages and half-stages: 7, 3 and 1 point, respectively for the first 3 riders in each stage and half-stage ranking.
c) for wearing the leader's jersey: 1 point per stage.

5. TV Broadcasting
All the stages and half-stages will be broadcasted by the at least a national and a regional TV channel. In this order, in the race convoy will participate at least three motor-cycle mounted cameras. The briefing with persons following the race on motorcycle and a representative of the television broadcaster, a representative of the organizer and the commissaries' panel will be held on 9th August 2017 between 16.00 and 16.15 hours at the headquarter of the race.
6. Regulations
The race runs under the UCI regulations.

7. Participants of the race
The event is open for the Man Elite and U 23 riders from invited UCI pro continental teams of the country and foreign UCI pro continental teams (max 2), UCI continental teams, National teams, Regional and club teams. Teams are made up maximum 6 (six) and minimum 5 (five) raiders. The maximum number of attendants per team is 2 (two). The maximum number of teams admitted is 25.

8. Depanage
The depanage is made by each team with its own car. Wheel or bikes change are allowed between the riders of the same team. The organizer will ensure three neutral vehicles identified by special signs and yellow stickers with mention "NEUTRAL CAR".

9. Classifications
A. Individual general classification on time
The winner of each stage will be the rider who completes the given distance in the shortest time. A photo finish will assist the commissaries in deciding the finishing order. The winner of general classification will be the rider, whose total time result is the best after the 3B half-stage, including the bonuses and penalties.
B. Team general classification on time
The team classification after each stage or half-stage will be given by the total time of the first three riders from the team that complete the distance in the shortest time of each stage or half-stage. Time bonuses aren't taken into consideration regarding the team results. In the general team classification, the team's time result for each stage and half-stage will be added.
C. General individual classification by points
Is made by adding every stage, every half-stage and every intermediate sprint point in order of their places as follow:

E. Under 23 individual general classification on time
The winner of U23 general classification will be the rider, whose total time result is the best after the 3B half-stage, including the bonuses and penalties.

In case of tie-break the UCI procedures will be applied.

13. Race headquarters
The race headquarters including the venue for the confirmation of starters and the distribution of identification numbers, team manager's meeting place, press centre, race secretariat and official communiqués in 9th August 2017 will be in the Sepsiszentgyörgy/Sfântu Gheorhe/Sankt Georg at the City Hall or in a venue in the neigborhoud.

14. License check and team manager's meeting
Checking and control of licenses and the distribution of the identification numbers will be made in 9th August 2016 between 13.00 and 16.00 hours at the headquarter in Sepsiszentgyörgy/Sfântu Gheorhe/Sankt Georg. The team manager's meeting will be held on the same day and venue between 17.00 and 17.30 hours.

15. Radio tour
Radio receivers will be installed in the team managers vehicles so that they could continuously receive the race radio in English, Hungarian and Romanian. The frequency used for radio tour is 146,850 MHz.

16. Environmental measures
To respect the environment and with a view to safety, it is strictly forbidden to carelessly jettison food, feeding bags, drink containers or any other accessory outside of the waste collection zone or any other place set aside for this purpose. A special car is assigned to collect waste.
Carrying or using glass containers is strictly forbidden. Competitors are not allowed to throw anything onto the road outside of the waste collection zone or any other place set aside for this purpose.

17. Route of the stages
Description of the stages and half-stages with profile, distances, exact start, finish and feeding points, including obstacles on the course (tunnels, level crossing, etc.), a detailed route and the schedule anticipated, including intermediate sprints and mountain primes, and the plan of the final three kilometers, including car deviation are given to all teams at the license check.

18. The finishing time limits
For the first and second stages: time of the winner + 10%. For the Individual Time Trial: time of the winner + 20%. In case of special atmospheric conditions or other exceptional circumstances the time limit may be increased by the Commissaries' Panel, in consultation with the GM of the Tour.

19. The prologue
The starting order for the prologue will be the reverse order of the teams from the biggest number to the lower one, in turns. The riders will start at on interval of 30 seconds. All riders must present themselves for checks on their bicycles no later than 10 minutes before their start time. During the prologue feeding is forbidden and no time bonuses at the end of it. During the prologue the using of time trial bikes is forbidden.

20. Uphill individual time trial
The starting order for the half-stage 3A - the uphill individual time trial - will be the reverse order of the general time classification. The riders will start at on interval of 60 seconds. All riders must present themselves for checks on their bicycles no later than 15 minutes before their start time. During this half-stage feeding is forbidden and no time bonuses at the end of it.

20. Half stage ending on a circuit
The final half-stage after a start with a first 29,9 km long lap and a second 35,0 km lap on national and county roads will end on a 5,5 km long circuit, completed by 11 times (11 x 5,5 km = 60,5 km), representing a total distance of 125,4 km. On the ending part of this half-stage the technical assistance in race convoy will be insured only by two neutral cars. The teams can organize their own technical assistance in different fix points of the circuit. From these points, feeding is allowed during the race, except the last two laps.
If a rider is caught up by the leader(s) of the half-stage, then he will end his race immediately. The rider will count in general classification. His finishing time on 3B half stage will be calculated by adding to the half stage winner's time the total of the laps remained x 7:30 minutes.

21. The 3 km rule
The 3 km rule is applicable only in the first two stages and in the closing half stage (3B).

22. Protocol
After each stage and half-stage, except half-stage 3A, the prize-giving ceremony will be held in the minutes following the finish. After each stage and after the 3A half-stage the following contestants will be awarded:
"    the winner of the stage or half-stage;
"    the leader of the general ranking on time, who receives the orange black jersey;
"    the leader of general ranking by points, who receives the red/black jersey;
"    the leader of general mountain classification, who receives the yellow jersey;
"    the leader of U23 general classification, who receives the white jersey;
"    the leader of the Romanian riders classification, who receives the blue jersey;
"    the leader of the Hungarian riders classification who receives the green jersey.
On the final prize-giving ceremony, held on Saturday evening the following contestants will be awarded:
"    the winner of the closing half-stage;
"    1st, 2nd and 3rd place in the general individual ranking on time;
"    1st, 2nd and 3rd place of general ranking by points;
"    1st, 2nd and 3rd place of general mountain classification;
"    1st, 2nd and 3rd place of U23 general classification
"    1st, 2nd and 3rd place of Romanian riders classification;
"    1st, 2nd and 3rd place of Hungarian riders classification
"    1st, 2nd and 3rd place of the general team ranking (all riders of the team and their sport manager).
Out of respect for the public, the wearing of glasses, other than corrective glasses, and of rigid helmets is forbidden during all of the official proceedings at the start and the finish. Any prize-winner who refuses to take part at the official proceedings at the start and the finish in his race outfit will be penalised (except for extraordinary circumstances which are duly recognised by the officials).

24. Responsibilities
The team managers and accredited persons are morally and financially responsible for:
a)    making the cyclists and other team members acquainted with these Rules and other official Race documents;
b)    strict observation of the valid race program and other recommendations of the Race Organizer and Jury;
c)    damage and devastation in rooms used by accredited persons, teams and for leaving the rooms in due order;
d)    paying all amounts due for additional services ordered by the team members and accredited persons;
e)    The participants who receive radios and cars are obliged to return them to the Organizer immediately after the last stage of the Race is finished, during business hours of the Race headquarters. The cars provided by the Organizer must be parked in guarded car parking lots each time. Otherwise, in case of theft, damage or loss, the Organizer will charge the costs to the person receiving the cars.
f)    All participants to Cycling Tour of Szeklerland (riders, cyclists, accompanying persons and technical support) are obliged to have a valid personal accident insurance covering the outpatient treatment and hospital stay. Insurances must be presented to the Organizer during accreditation, prior the Race commencement.
g)    All vehicles participating in the Race must be insured. Insurance must be presented to the Organizer during accreditation, prior the Race commencement.
h)    The Organizer is not liable for accidental events which occurred during arrival and departure of participants to and from the Race.
i)    Each participant takes part in the Race at her/his own risk.
j)    The Organizer is not materially liable for things lost during the Race.
k)    Failure to know the rules of Cycling Tour of Szeklerland and non-compliance with them will not be accepted by the Organizer as an excuse.
l) The fees for loosing chips, numbers, radio station are:500 euro for radio station,5 euro for every number,50 de euro for each chip.
Riders and all cars in the convoy must follow the instructions of Police, race-marshals and respect the Romanian traffic rules.
All roads are open for normal traffic (except prologue, ITT half stage (3A) and the closing circuit during the last half stage) and the Romanian Police will organize a rolling closure of each stage. That means cross traffic as well oncoming traffic will be closed for the time of the Convoy is going through. Traffic will be resumed once the Convoy has passed.
The cyclists and other participants are obliged to obey the rules and regulations of road traffic in Romania when cycling or driving outside the Race Convoy.
The cyclists and other participants are obliged to obey the U.C.I. sport rules and regulations when cycling in the Convoy. The drivers of the vehicles in the Convoy are obliged to follow the orders of Commissaires Panel, Organizer and Police officers.
In case of incident or road accident it is mandatory to stop the vehicle, arrange for warning road users about the vehicle position, give first aid to eventual victims of the road accident and notify the police department about the incident during the race. The Organizer is not responsible for accidents and other losses during the race and cannot be held liable for any accident or material damage to third persons before, during or after the race.
The long decal-sign with Cycling Tour of Szeklerland and U.C.I. logos should be placed on the cars' windscreen at the very top. The numbers of team vehicles, which show the vehicle order in the Race Convoy, will be placed on the car rear on the left hand side and on the windscreen on the right side at the bottom. Numbers will be provided by the Jury together with the results of subsequent stages.

25. Exclusion
The organizers may exclude from the event any team or any team members in the following cases:
a)    A breach of the event rules, including those concerning the event's internal discipline (rules concerning accommodation, for example).
b)    A serious breach of Romanian laws.
c)    Indecent appearance or inappropriate behaviour.
d)    Acts of vandalism performed during or outside the race.
e)    Failure to use the collective means of transport provided by the organizers for transfers.
f)    Custom fraud, etc.

26. Riders abandoning the race
The riders who abandon the race shall immediately remove their race-numbers and deliver these to a commissaire of the Broom Wagon. The Organizer provides the cyclists withdrawn from the Race with accommodation and meals only till midday of the following day. After that time the Organizer will cancel the reservation of the cyclist withdrawn from the Race and will not cover the costs of his accommodation, meals and travel.

27. Image
To allow for the widest possible promotion of the Cycling Tour of Szeklerland, each team, and therefore each rider recognises that participation in the race authorises the organizers and their entitled parties to reproduce and to show, without any compensation whatsoever, their names, voices, images, biographies and, in general, their sporting performance in the Cycling Tour of Szeklerland as well as the brand(s) of their equipment and sponsors, in any form, or any medium existing or future, in any format, for purposes of communication to the public throughout the world, for any use, including advertising and/or commercial purposes without any limitation other than those listed hereinafter, and for the entire period for these uses are protected by legal and regulatory provisions, by legal decisions and/or ruling of any country, as well as current or future international agreements, including any extension that may be made to this period of protection.
However, the organizers, when they authorize a third party to use images from the race for purposes of advertising and promotion, will not authorize these third parties to use the name, voice, image, biographies or the riders' sporting performance nor the brands of their sponsors or equipment makers for purposes of establishing a direct or indirect association between riders, sponsors' and or equipment makers' brands and the product, service, brand or commercial name of the said third parties without obtaining prior express authorization of riders, sponsors or equipment makers concerned.

34. Prize money
The prizes are in accordance with the UCI prize money scale, are under the disposition of the Romanian legislation (they are taxable) and will be awarded in Romanian currency. The prize will be paid with banking transfer in 90 days after the end of the race by CS Intersport Miercurea Ciuc and AS Siculus Alpin Sport Miercurea Ciuc. For the detailed prize money for the prologue, each stage and half stage, general individual, point, climb and team classification and for the wearers of the jerseys (leader of general individual, point and climb) please study the Appendix of the regulation concerning the prize level.
The total amount of prizes is 11.500 Euro.

35 . Final dispositions

The Organizers do not cover the costs of any additional services ordered by the participants during the race: phone calls, fax, laundry, borrowing additional sets of sheets and towels, additional meals and drinks, except those ordered by the Organizer in the standard menu.
Persons ordering additional services are obliged to cover such costs prior to checkout.
In case the above mentioned rules are violated, the Organizer reserves the right to deduct relevant sums upon the payment of rewards or upon any other financial settlements with the person who violated the above rules.
The Organizers will place the requested road signs along the route of the race. The Organizers are in no way liable for course misinformation of riders due to damage or removal of the road signs by third party.
In the case of details not mentioned in these rules, the dispositions refer at the Romanian Cycling Federation and U.C.I. rules and the Romanian laws.

The Organizers have the right to change the Regulation and shall inform in due time the officials and teams.
